USSSA Baseball Tournament Rules

Playing rules not specifically covered herein shall follow the Official Rules of Baseball (National League) as published by the Sporting News. The State Director also has the authority to administer rules within his respective state as deemed appropriate with the
approval of the Vice President of USSSA Baseball.

Check your specific tournament page for any other documents or guidelines associated with your tournament.

   

PITCHING

The number in this column represents the most innings a pitcher can pitch in one (1) day and still pitch the next day.

Column A – represents the number of innings a player can throw in one (1) day and still pitch the next day. Example: In the 10U division, a pitcher may throw up to four (4) innings in one (1) day and throw again the next day; but if that pitcher throws four and one-third (4 1/3) innings or more in
one (1) day, he cannot pitch the next day.

Column B – The number in this column represents the most innings a pitcher can pitch in one (1) day. Example: In the 10U division, a pitcher may throw a maximum of six (6) innings in one (1) day. The pitcher would not be allowed to pitch the next day.

Column C – The number in this column represents the most innings a pitcher can pitch in two (2) consecutive days. Example: In the 10U division, a pitcher may throw a maximum of eight (8) innings in two (2) consecutive days.
NOTE: This is to be interpreted as a pitcher would be able to throw any combination of innings that equal eight (8) as long as the first (1st) day does not equal more than four (4) innings
due to Column A requirements.

PITCHING: 1/3rd INNING COUNTS
Pitch counts are kept by 1/3rd innings.
A pitcher who starts an inning will be credited with 1/3rd inning until an out is made. A single pitch after each out will credit that pitcher with another 1/3rd of an innings.
Note: There can be more than three thirds pitched in an inning. Each pitcher coming into the game will receive a third of an inning when entering the game and an additional third if pitches are thrown after an out as indicated above.

MERCY RULE

NOTE: In enforcing these rules, the home team shall not bat if they are winning and the mercy requirement is met prior to the bottom half of the listed inning.

 

MALICIOUS CONTACT
Whenever a tag play is evident, runners must slide or seek to avoid contact with the fielder. Malicious contact shall supersede all obstruction penalties.
PENALTY: Runner shall be declared out and may be ejected from the game at the umpire’s discretion.
NOTE: When enforcing this rule, the umpire should judge the runner’s intent. If the umpire feels that the contact was unintentional, then the runner should only be declared out. If the umpire feels that the contact
was intentional and / or malicious, then the runner should be declared out and ejected

 

CONTINOUS BATTING ORDER (rule added 2008)

Please know the following risks with using a continuous batting order. If a player is injured and cannot continue to play an out will be declared for each turn at bat. If there is a rainout and the game is continued on another day there cannot be substitutions. Any player not available will be declared out for each turn at bat.

The following are USSSA rules regarding batting line-ups.

8.03.F Teams may bat a nine (9) player line-up, a ten (10) player line-up using an Extra Hitter (EH) or a

continuous line-up of all present uniformed players. Such line-up must be declared before the start of

the game and used the entire game.

8.04.A A team may continue a game with one (1) less player than it started with, whenever a player leaves the game for any reason. A player who has left a game for any reason cannot return to the game. Rule 8.04.A Exception: If the player left the game for Communicable Disease Procedure reasons.
8.04.A.1 If the player leaving the game is a runner, he shall be declared out.
8.04.A.2 When the player who has left the game is scheduled to bat, an out shall be declared for each turn at bat.

 

COURTESY RUNNER
At any time, the team at bat may use a courtesy runner for the pitcher and catcher of record the previous time on defense. The courtesy runner must be someone not presently in the lineup and may appear as a courtesy runner one time per inning. The re-entry status of the courtesy runner, pitcher, and catcher, shall not be affected by this rule. If a courtesy runner is determined to be ineligible, a proper replacement (if available) will be substituted.

 

EXTRA HITTER (EH)
In all age divisions, an Extra Hitter (EH) will be allowed. This will give a team a ten (10) player line-up that must be declared before the start of the game and used the remainder of the game. The player in the EH
position, while not actually playing a defensive position, will be treated as such for substitution purposes. The re-entry rule applies for the EH.
A.R.1. – Baker is the EH and batting 2nd. Charles is the catcher and batting 3rd. Baker can become the catcher and Charles the EH. Both players would remain in their original batting position in the batting order.
A.R.2. – All players can move freely in defensive positions – the EH is considered a defensive position.

 

EJECTION (Manager, Coaches, Players, Fans)
If a coach is ejected from a game, they must leave the park for the remainder of that game.
Additional penalties may be assessed as deemed by the Tournament Director.
A player ejected must sit out the remainder of that game.
As these rules indicate, the matter of disorderly conduct will be taken seriously.

 

COMPLETE GAME
If a game is called due to rain or other acts of God and cannot be
resumed, it is a regulation game if:

  • In a Six Inning game, if three innings have been completed or if the home team has scored more runs in two and one-half innings than the visiting team has scored in three innings or if
    the home team scores one or more runs in its half of the third inning to tie the score.

  • In a Seven Inning game, if four innings have been completed or if the home team has scored more runs in three and one half innings than the visiting team has scored in four complete
    innings or if the home team scores one or more runs in its half of the forth inning to tie the score.

  • All other games will resume from their exact point of delay.

   

All-Tournament Players Park Tournament Rules

 

PITCHING RECORDS
1. Each team will be required to complete the official score card for the umpire prior to the game. The official scorekeeper and/or the umpire will record pitching changes.
2. Each team will be required to sign the scorecard at the end of the game making the pitching record final and official.
3. Any scorecard not signed by the coach will become official 1 hour after the end of the game and cannot be changed.
4. Scorecards will be posted on the tournament board for reference by participating coaches. Challenges regarding pitching eligibility are the responsibility of coaches during the game.

 

RULES OF CONDUCT
Good sportsmanship is expected on and off the field by players and coaches. Un-sportsmanship like behavior will result in removal from the game and the park.
Team manager and coaches must have full control of the players and coaches at all times - on and off the field.
NO ABUSIVE BEHAVIOR BY FANS WILL BE TOLERATED. Teams will be responsible for fan conduct. The head coach will be warned of abusive fan behavior. The head coach may be subject to ejection if abusive fan behavior continues along with the abusive fan(s).

 

UNIFORMS
1. All players must be fully uniformed, which includes: pants, socks, cap and team shirt with numbers that are more than 3" in height and visible at all times when on the playing field.
2. Appropriate batting helmets are to be worn on deck, at bat, and on the bases.
3. Managers and coaches must wear a baseball cap with team insignia and will be appropriately dressed in matching athletic attire.
4. Protests on uniforms will not be allowed. This will be the tournament director's responsibility.
5. Catchers must wear protective gear: mask, chest protector, shin guards, protective cup, catcher’s helmet and throat guard (if protection is not provided by the helmet style).


LINEUPS
1. All teams will be required to provide both the official scorekeeper and opposing team with a lineup card in batting order containing batters first name, last name, number, starting position and the same of substitutes.
2. Each team will complete the official scorecard for the umpire prior to the game start.
3. USSSA Tournament: Teams will have the option of designating a 10th batter as an Extra Hitter (EH). If a team starts with 10 they must finish with 10. Refer to USSA Rules. AAU Tournaments: Teams will have the option of an Extra Hitter (EH) and/or a Designated Hitter (DH). Refer to AAU rules.


SUBSTITUTION RULES AT ALL-TOURNAMENT PLAYERS PARK

1. ALL SUBSTITUTIONS MUST BE MADE BY THE HEAD COACH TO THE UMPIRE. (All substitutions must be reported on the field not by bookkeepers.) The umpire will only then assure the scorekeeper and the opposing team are informed. Substitutions not reported by the head coach are not official substitutions and are not recorded on the books in the event of a challenge by the opposing team.
2. ALL LINEUP SUBSTITUTIONS IN THE FIELD OR AT BAT MUST BE REPORTED TO THE UMPIRE AT THE TIME OF THE CHANGE.

 

DISPUTES

In the case of a disputed play or decision only the head coach may consult game officials. Other players and coaches should not become involved in the discussion unless invited to do so by the field officials at the head coach's request.
Umpires have the ultimate decision on the field and will NOT defer to the tournament director. Coaches must abide by the umpires decisions or forfeit the game.
